For years, the assumption around India’s clean energy transition was simple: the big cities would lead, and everyone else would eventually catch up. Mumbai, Delhi, Bengaluru, these were supposed to be the laboratories where rooftop solar proved itself before trickling down to smaller towns. The data now coming in from the ground tells a very different story, and it is worth sitting with why.
Lucknow, of all places, has quietly overtaken Surat, long considered India’s rooftop solar benchmark, to become the country’s leading city for residential solar installations. Nagpur isn’t far behind. Neither city had much of a solar identity a few years ago. Today, autorickshaws in Lucknow carry loan ads for solar financing, metro station billboards ask commuters when they plan to install a system, and government buildings, schools and even petrol pumps wear panels on their roofs like a civic badge. This isn’t a policy pilot anymore. It’s a genuine consumer movement, and it’s happening away from the metros that were supposed to be leading it.
The reasons for this reversal are not mysterious once you look closely. Space is the obvious one. A family in an independent house in a Tier-2 town has an entire rooftop to work with. A family in a Mumbai high-rise has a shared terrace, if that, and a building committee to convince before any panel goes up. Smaller cities simply have more usable roof area per household, and that single structural fact matters more than any subsidy scheme on paper.
Money is the second reason, and it cuts in an unexpected direction. Electricity bills have climbed everywhere as induction cooktops replace gas stoves, air conditioners run longer each summer, and electric vehicles get plugged in overnight. But in a city like Lucknow, state government support stacks on top of the central subsidy under the national rooftop solar scheme, pushing total support high enough that payback periods have shrunk dramatically. When a household can see daylight, literally and financially, on when a system pays for itself, adoption stops being an environmental decision and becomes a household budgeting one.
The third reason is less tangible but just as important: visibility. Big cities assumed awareness would spread on its own, through word of mouth in already solar-curious neighbourhoods. Smaller cities did the opposite. Advertising, local dealer networks, aggressive door to door outreach and state-run awareness drives turned a niche electrical fitting into something every resident sees advertised on their commute. Metros, in a strange way, coasted on assumed sophistication and got outpaced by towns willing to do the unglamorous work of building demand from scratch.
None of this means metros are failing at solar. It means the easy assumption, that big cities set the pace and small towns follow, was simply wrong for this particular technology. Rooftop solar rewards exactly the conditions that Tier-2 and Tier-3 India has in abundance: independent housing stock, rising but still manageable electricity bills, and local governments hungry to be seen leading something national.
There’s a broader lesson here for anyone planning India’s energy transition, or frankly any large scale consumer shift: don’t assume the biggest markets are the easiest ones. Sometimes the places with the least legacy infrastructure to work around, and the most to gain from a lower electricity bill, move first and move fastest. India’s rooftop revolution is being written in Lucknow and Nagpur, not Mumbai and Bengaluru, and the rest of the country’s clean energy planning should probably take note.
