The devastating floods in Nepal are not only a humanitarian tragedy for a neighbouring country. They are also a reminder to India that disasters in the Himalayas rarely respect political borders.
The August 26 flash flood, triggered after a glacier collapse sent rock, ice and debris into a Himalayan river system, has caused extraordinary destruction across Nepal. Nearly 800 people have been reported dead and thousands remain missing, while bridges, roads, settlements and hydropower infrastructure have been damaged. The disaster has also exposed how quickly a crisis originating high in the mountains can travel hundreds of kilometres downstream.
For India, that lesson is immediate.
The Trishuli river system affected by the flood eventually joins the Kali Gandaki to form the Narayani, which enters India near Valmikinagar as the Gandak. As floodwaters moved downstream, Bihar was placed on high alert and all 36 gates of the Gandak Barrage were opened. West Champaran, East Champaran, Gopalganj and other vulnerable districts came under closer watch, while Uttar Pradesh also heightened preparedness in border areas.
This is what geographical proximity really means. Nepal and India may have an international boundary, but they share mountains, rivers, ecosystems and millions of lives dependent on the same water systems.
The first response must therefore be humanitarian.
India was right to move quickly. Prime Minister Narendra Modi spoke to Nepal Prime Minister Balendra Shah soon after the disaster and offered all possible humanitarian assistance. Indian teams began coordinating with Nepali authorities, while rescue arrangements were strengthened on the Indian side as well.
But solidarity after a disaster is only one part of the relationship. The bigger challenge is preparing together before the next one arrives.
India and Nepal already have mechanisms for flood forecasting and river management. The 2 countries exchange hydrological and weather information on common rivers, and joint committees discuss the Kosi, Gandak and other transboundary systems. Data from Nepal is also used by the Central Water Commission for flood forecasts in India.
That cooperation now needs to become faster, wider and more technology-driven.
The Himalayan risk itself is changing. This flood was not simply the familiar story of exceptionally heavy monsoon rain. A glacier collapse triggered a chain of events involving ice, rock, mud and water. Such disasters can develop rapidly, leaving communities with little time to move.
That has implications stretching from Nepal and Uttarakhand to Himachal Pradesh, Sikkim and Arunachal Pradesh. India has its own expanding network of roads, tunnels, hydropower projects, towns and tourist centres across fragile mountain terrain. Nepal’s tragedy should force every Himalayan state to ask whether existing warning systems are designed for the hazards of tomorrow rather than only the floods of yesterday.
There is also an economic dimension. The Nepal flood reportedly damaged infrastructure equivalent to around 10% of the country’s power capacity. For a region increasingly looking to Himalayan hydropower as a source of clean electricity, resilience must become part of energy planning itself.
India and Nepal have rapidly deepened electricity cooperation. If hydropower is to become an even stronger pillar of their economic relationship, dams, transmission systems, roads and substations will need to be designed for more extreme events.
The same thinking is required downstream. Bihar cannot control what happens to a glacier hundreds of kilometres away. It can, however, improve evacuation plans, strengthen embankment surveillance, map vulnerable villages and ensure that a warning issued upstream reaches the last household in time.
The most important lesson from Nepal is therefore not fear. It is preparedness.
The Himalayas connect South Asia before politics divides it. A river that rises in one country may irrigate farms, generate electricity or flood homes in another. Climate and geography have made cooperation a necessity rather than a diplomatic choice.
India must stand with Nepal in rescue and reconstruction today. But the more lasting tribute to those lost would be to build a Himalayan early-warning system in which information moves faster than floodwater.
In this region, protecting the neighbour is increasingly another way of protecting ourselves.
